Phillip Singer is a doctoral candidate in the Department of Health Management and Policy at the University of Michigan School of Public Health. He examined the role of interest groups in shaping whether and how a state implements the Medicaid expansion and how individual citizens mobilized to the Supreme Court decision in National Federation of Independent Business v. Sebelius.
