In this seminar, Dr. Roscoe C. Bowen will discuss the Technical Career Field Program (TCF) at the Veterans Health Administration, especially as it relates to a career as a biomedical / clinical engineer in the area of Healthcare Technology Management (HTM). HTM professionals in the Veterans Administration are involved in each stage of the lifecycle management of medical technologies that include procurement support; implementation / installation support; preventative maintenance; non-recurring, corrective maintenance; replacement support; user education; and incident investigation. 

Dr. Bowen will also discuss a day in the life of a biomedical engineer, as well as projects and installations that include new activations and implementing new technologies, such as radiology software that assists clinicians interpreting scans and state of the art CTs, MRIs, ultrasounds, and other radiology equipment. In discussing the Technical Career Field (TCF) program, Dr. Bowen will highlight its job duties, travel opportunities, conferences, and the building of networks with other engineers across the country.

Biosketch:
As a biomedical engineer and educator for 20 years, Dr. Roscoe Bowen has had a notable and sustained influence within the field of biomedical engineering. His academic affiliations have provided learning and development opportunities for undergraduate and graduate students studying in this field. In playing a part in the development of young biomedical engineering students, Dr. Bowen has been instrumental in laying the foundation for educational advancements for the universities and the subsequent institutions the graduates will serve at the commencement their careers. As a retired U.S. Army veteran, he became interested and subsequently involved in veterans’ issues after 9/11.

Dr. Bowen has sat on the University of Oklahoma’s Institutional Review Board (IRB) for human subject research representing the Research Workgroup at the Jack C. Montgomery Veterans Administration Medical Center (VAMC). He has written white papers for emerging technologies for VA facility leadership that have been implemented to improve workflow processes and business operations. Dr. Bowen has also worked with the Veterans Health Administration (VHA) and state agencies in Kentucky on issues faced by veterans transitioning from military service in areas such as suicide prevention, vocational rehabilitation, education, and employment development. 

Dr. Bowen currently serves as the chief biomedical engineer of Healthcare Technology Management at the Philadelphia VAMC. He is a representative of the Biomedical Engineering Recruitment and Retention (BERR) Workgroup, which is the principle advisory body to the VHA Healthcare Technology Management (HTM) Program Office for the development of recruitment and retention process and practices to attract and keep highly qualified Biomedical Engineers and Biomedical Engineering Support Specialists (BESS) at the VHA.
