Used by communities adjacent to oil refineries since 1995, the “bucket” air sampler is an early example of do-it-yourself (DIY) environmental monitoring: residents build these devices themselves and use the data to fill gaps left by regulatory agency monitoring programs. 

Buckets have been an important tool for communities, but not because they’ve made residents more independent.  Rather, the bucket’s power lies in the connections it has produced, including new forms of collective action, new networks of innovation, and new relationships between communities and regulators.  In light of the bucket, we should understand the DIY movement not just as enabling individuals but potentially shaping social organization.
