Title: The Bilateralization of the United Nations

Speaker: Dr. Erin Graham, assistant professor of  political science

The United Nations is often thought of as the preeminent institution of multilateral governance. In academic scholarship and in the popular imagination, the UN represents the heart of the liberal international order, designed and implemented after World War II and characterized by multilateral decision-making by its member states.

In contrast to this conventional wisdom regarding the nature of UN governance, Professor Graham argues that an often-overlooked shift in the way the United Nations is financed represents a sea change not only in UN financial rules, but also in UN governance more broadly. Much activity in the United Nations System is now governed by what can be described as a hub and spoke bilateralism, whereby individual state and non-state actors contract directly with UN agencies and forgo the collective decision-making associated with multilateral governance. The argument alters standard conceptions of the UN as the heart of the multilateral order and reveals an increasingly bilateral United Nations.
